Job Description:

Sierra7, Inc. is seeking an experienced and credentialed Program Manager (PM) who will lead the execution of Sierra7's support for the Department of Veterans Affairs Office of Inspector General (VA OIG) Enterprise Architecture (EA) Modernization initiative. This includes overseeing all aspects of delivery across architecture development, stakeholder communications, documentation, dashboarding, and governance. The Program Manager ensures that project efforts are aligned with VA OIG's strategic modernization goals and enterprise architecture maturity targets while ensuring the timely delivery of high-quality, compliant artifacts.

This is a TEMPORARY (6 months) full-time position in the Washington, DC area and onsite work will be necessary.

Position Responsibilities: Provide comprehensive program and project management support to the VA OIG EAM program. Direct and coordinate integrated workstreams supporting EA governance, documentation, dashboard development, and strategic communications Manage program timelines, key milestones, and deliverables per the contract scope and VA OIG objectives Serve as the principal point of contact between Sierra7, VA OIG stakeholders, and contracting representatives Facilitate stakeholder engagements, governance sessions, workshops, and status briefings Monitor and report on program performance metrics, EA capability adoption, and progress toward modernization targets Identify, manage, and escalate risks or blockers related to integration, interoperability, or delivery gaps Ensure all EA-related documentation, diagrams, and artifacts meet VA OIG standards for quality, clarity, and reuse Coordinate with cross-functional teams to ensure alignment with VA OIG's EA reference models and strategic roadmap Manage communications with internal and external stakeholders, ensuring timely reporting, risk management, and transparency throughout program phases. Preparing presentations, briefings, and other communication materials to convey progress to executive leadership and client stakeholders effectively

Requirements:
Skills: Strong program and project management skills with the ability to lead multiple concurrent workstreams and coordinate across cross-functional teams and stakeholders Proven ability to manage stakeholder engagement, performance tracking, and milestone-driven delivery in complex federal environments Excellent verbal and written communication skills, including the development of strategic plans, reports, and policy updates Deep understanding of enterprise architecture principles, governance frameworks, and IT modernization best practices Skilled in delivering compliance-focused documentation, capability rollouts, and dashboard/reporting solutions Strong analytical, organizational, and problem-solving abilities with attention to detail and the ability to synthesize complex data into actionable insights Proficient in collaboration and program management tools such as MS Project, Teams, SharePoint, Power BI, Planner, and Jira Ability to thrive in a dynamic, fast-paced environment while effectively managing competing priorities and deadlines Education & Experience: Bachelor's degree in Program Management, Business Administration, Systems Engineering, or a related field Minimum of 7 years' experience managing federal IT modernization or transformation programs Demonstrated experience in leading EA or technical delivery efforts in a civilian or defense agency context PMP or equivalent project management certification strongly preferred Eligibility to obtain a Public Trust or relevant security clearance required Why Join Sierra7?
