Job Description:
Sierra7, Inc. is seeking a Junior Finance Analyst who will support the iFAMS Deployment Team as part of the Financial Management Business Transformation (FMBT) Program. The analyst will participate in activities that integrate business processes with financial and cost estimating practices to ensure sound fiscal stewardship of federal funds. This role requires a strong understanding of budgeting, execution, and compliance with federal financial regulations, as well as the ability to translate financial requirements into actionable plans that align with iFAMS objectives. The Junior Finance Analyst will work closely with senior analysts, technical teams, and stakeholders to deliver high-quality financial analysis, documentation, and support.
Position Responsibilities:
• Participate in financial planning and cost estimating activities to support strategic and operational goals of the iFAMS Deployment
• Correlate financial requirements with budget guidance to prepare executable and compliant budgets.
• Support the development, documentation, and validation of accounting classification structures under VA policy.
• Assist in the allocation, execution, and administration of approved budgets across program areas.
• Evaluate products, deliverables, and processes for compliance with federal standards, internal controls, and GAAP.
• Identify and assess risks related to financial planning, funding allocations, and system implementation.
• Interpret complex financial data and provide recommendations that support deployment readiness and financial integration.
• Understand and evaluate financial system interrelationships, considering the impact of existing and planned automated solutions.
• Provide input into configuration documentation, financial interface requirements, reconciliation activities, and system cutover planning.
• Contribute to reports, training materials, assessments, charters, and other financial artifacts that meet 508 compliance standards.
Requirements:
• Strong analytical skills in financial planning, cost estimation, and budget formulation.
• Deep understanding of federal financial management standards, including budget execution, compliance, and audit requirements.
• Proficiency in assessing systems and financial data flows for alignment with internal controls and multi-tiered architecture.
• Ability to evaluate interdependence between business requirements and automated financial systems.
• Familiarity with VA financial systems or large-scale ERP implementations (e.g., iFAMS, Momentum, or similar).
• Experience with documentation of financial data structures, configuration workbooks, and reporting requirements.
• Ability to work both independently and as part of a collaborative, matrixed deployment team.
• Strong communication and documentation skills.
Education & Experience:
• Bachelor's Degree (BA/BS) in Accounting, Finance, Business, Public Administration, or a related field (required).
• Minimum 5 years of experience in financial management, cost analysis, or federal budgeting and execution.
• Prior experience supporting large-scale financial system implementations or federal government financial operations is preferred.
• Experience with Department of Veterans Affairs (VA) financial policy, systems, or transformation efforts is a strong plus.
