Job Description:
QED Systems, LLC, is currently recruiting a Strategy and Policy Analyst to join our team at the Pentagon in Arlington, VA to support our HQDA G-3/5/7 Support Services contract.
Duties:
Support the daily planning, integration, synchronization, execution, and assessment activities supporting DCS G-3/5/7 priorities and Army initiatives requiring a working knowledge of the must current Army Vision, Army Strategy, National Defense Strategy and other strategic guidance.Provide the Government with informational briefings or other appropriate material to ensure that the ODA and senior Army leadership have current knowledge of the Emergent Threats that could challenge Army operations (examples include C-IED, C-sUAS).Conduct analysis, develop, and maintain crosswalks between strategic planning documents of the ASPS consisting of the Army Vision, Army Strategy, the Army Campaign Plan (ACP), Army Planning Guidance, and the Army Programming Guidance Memorandum by providing the Government with analysis products and/or written assessments in memorandum format as documents are updated by proponents or new guidance is provided. The Contractor shall provide timely written EXSUMs on key strategic meetings attended (ie. ACP, Army Synchronization Meeting (ASM), ReARMM) Maintain awareness of and respond to existing and emerging national security issues and changes in the strategic environment. This includes document reviews and analysis of external and internal policies, guidance, concepts, strategies, plans and requirements at the national, joint, interagency, inter-service, multi-national, service, or organizational levels; review documents provided by the Government and deliver analysis products, draft recommendations for decisions, and/or information papers in memorandum format as required.Provide additional technical and administrative support to the Joint Rapid Acquisition Cell (JRAC) lead Warfighter Senior Integration Group (W-SIG) as well as AR2B and other meetings.Assist with writing EXORDs, Fragmentary Orders (FRAGOs) and other correspondence; create FORM 5’s either via ETMS2 or paper and assist with staffing of taskers outside of the ETMS2 system, in both the NIPR and SIPR environments.Adjust work efforts as required to meet mission requirements.
Required Skills & Experience:
Detailed-oriented with excellent technical, verbal, and written communication skills.Experience in security on the Army/Joint Staff and/or Major Army Commands in Policy, proficient in planning and execution of working groupsMust have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel. Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations. Ability to focus on Mission requirements while tracking multiple competing priorities. Require minimal supervision in the fast-paced, critical environment of the Army Headquarters. Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).Ability to clearly articulate analysis through both oral and written communication.Demonstrate a fundamental understanding of DoD and HQDA institutional processes along with an understanding of military doctrine for strategy and campaign plan development, with preference for a demonstrated familiarity with elements of the Army Strategic Planning System (ASPS)Ability to provide executive, technical, and administrative support to senior leaders. Proficient in the management and coordination of decentralized efforts across Army Staffs, Commands, and ASCCs. Ability to formulate broad objectives and implement goals to coordinate and synchronize activities across the Army and with external stakeholders. Able to support development of analysis, recommendations, and staff Senior level information, coordination and decision documents and materials.

ACTIVE CLEARANCE LEVEL REQUIRED: TS/SCI
Qualifications:
Master’s degree required. At least fifteen (15) years of related experience required. Prior military service in the Army preferred.Must have Army policy writing experience.
Travel:
Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.
Work Environment:
This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).

Position Type/Expected Hours of Work:
This is a full-time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
