Job Description:

The National Security Program Office (NSPO) is responsible for leading national security program development strategy and for the internal and external coordination for national security on behalf of the laboratory.

National security sponsor engagement spans the full complement of BNL's science and technology capabilities. NSPO is charged with implementing the laboratory's national security vision of leveraging BNL's unique open research, technology, and policy expertise to support the nation's security needs and expand the laboratory's science mission through interactions with the U.S. Departments of Energy/National Nuclear Security Administration (DOE/NNSA), State (DOS), Homeland Security (DHS), Defense (DoD), and the Intelligence Community (IC).

Internally, NSPO's primary function to the laboratory is to organize and oversee the relationship management structure for national security sponsors across the full BNL Scientific & Technology (S&T) enterprise to ensure program success. Externally, NSPO is the BNL entity responsible for the coordination with national security sponsors. Through these functions, NSPO seeks on behalf of the laboratory to:
strengthen the existing national security portfolio to provide a secure basis for growth,focus sponsor engagement on core BNL science strengths,identify new opportunities targeting specific BNL capabilities, andengage with leadership and staff across all science and operations organizations at BNL.

Position Description

Brookhaven National Laboratory (BNL) is seeking an experienced business development professional with a proven ability to strategize, implement, and manage a portfolio of cross-cutting program initiatives for national security sponsors. The position will work within the BNL National Security Program Office (NSPO) which leads BNL's national security strategy to leverage the laboratory's unique science and technology expertise in a way that enhances BNLs' core science mission while also providing science-based solutions for national security sponsors.

Essential Duties and Responsibilities:
Provide program management leadership for an identified sponsor(s) as part of BNL's broader national security portfolio. This includes serving as the point-of-contact interface for coordination with both internal and external stakeholders to BNL.Manage program execution to ensure programmatic priorities are met by balancing resource availability, security issues, and safety.Develop and maintain relationships with current and potential national security customers, to include identifying, coordinating, and leading business development and outreach opportunities on behalf of the laboratory to secure new efforts.Work with all relevant BNL science and operations organizations to execute national security research and to facilitate success in research security, operational security, export control, classification, specialized contracting requirements, and identification of unique opportunities.Promote and maintain strong internal/external customer relationships by ensuring project and program objectives and commitments are met and communicated successfully. This includes maintaining quality standards through coordination, review, and approval of deliverables and presentations.Cultivate mutually beneficial collaborations with external organizations, to include other national laboratories, government agencies, and academic institutions.Identify, coordinate, and lead BNL participation in key meetings and engagements to best leverage the laboratory's capabilities and expertise in support of national security sponsor needs.Influence the development of strategic vision and plans for national security at BNL.
Required Knowledge, Skills, and Abilities:
Bachelor's degree in relevant fieldAt least six (6) years' experience in relevant programs, including at least two (2) years demonstrated leadership experience for a team, project or programDemonstrated experience in cultivating successful and productive relationships with internal and external stakeholdersDemonstrated experience in business developmentExperience leading diverse teamsExperience in managing proposal processesHighly developed communication and collaborative skillsAbility to obtain and maintain a security clearance
Preferred Knowledge, Skills, and Abilities:
Demonstrated experience managing programs related to national security in the U.S. Federal government, at a National Laboratory, or in industryExpert ability and/or demonstrated experience to pursue and establish new program initiativesMaster's degree or higher in physical science, engineering, or related disciplinePossesses an active Q and/or TS/SCI clearance

The preferred work arrangement for this position is on-site or hybrid, but remote work is a possibilityThis position requires travel up to 25% of the timeThis position requires the ability to obtain and hold a security clearance

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $148350 - $201850/ year. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
