Job Description:
The Program Manager will join the Sierra7 team to help the legislation workstream for VHA's Legislation Implementation Team. The Veterans Health Administration (VHA) Office of Healthcare Transformation (OHT) serves Veterans by improving organizational efficiency and successfully implementing health and business programs. Staffed by clinical and administrative professionals with subject matter, project management, contracting, training, and organizational expertise.
The candidate: Will support VHA in the analysis and evaluation of healthcare program effectiveness and legislation implementation. Should be experienced in overseeing large project teams/workstreams to effectively meet the needs of the project and organization. Should have experience in developing project management resources such as slide decks, presentations, briefings, communications materials, and meeting notes. Should have experience with stakeholder engagement and demonstrate the ability to effectively work with internal and external customers on a routine basis. Will assist VHA in executing program operations to meet the previously established goals and objectives. Should have proven and extensive experience in a large-scale integrated healthcare system with substantive programs focused on Veterans healthcare, outreach, and legislation Position Responsibilities: Lead the development and revision of organizational policies to align with changing legislative requirements Collaborate with government officials to advocate for organizational interests during legislative and policy formulation processes Conduct thorough research on evolving legislative frameworks, providing strategic insights to guide compliance initiatives and policy development Analyze and evaluate the effectiveness of existing policies and recommend modifications based on legislative changes Work with cross-functional teams to shape policies that meet regulatory standards and support organizational goals Position activities include program planning and evaluations related to various healthcare programs and projects. Tasks may include supporting: Program Analysis Strategic Planning Event Planning Congressional Affairs Metrics Financial Management Systems Risk Management Gather, track, and analyze data relevant to the legislation's implementation. Prepare reports and dashboards to update leadership on key performance metrics, timelines, and program efficacy. Collaborate with internal and external stakeholders, including government agencies, departments, and legislative bodies, to ensure alignment and address challenges related to legislative mandates. Assist with project planning, timeline tracking, and budget monitoring for projects linked to legislative implementation. Ensure that milestones are met promptly and escalate issues when necessary. Conduct research and analysis on policies, regulations, and legislative trends that could impact program operations. Provide insights and briefings on the evolving policy landscape to inform decision-making. Support efforts to enhance internal processes to increase the efficiency and effectiveness of program implementation, using data-driven methodologies. Preparing presentations, briefings, and other communication materials to effectively convey progress to executive leadership and legislative stakeholders.
Requirements:
Minimum of 10 years of experience in healthcare areas in program management, program analysis, legislative affairs, or public administration. 2-3 years of VHA experience Experience working with governmental or legislative bodies Proven experience in data analysis, report generation, and program evaluation. Public Trust Clearance or the ability to obtain one Strong analytical and problem-solving skills. Excellent written and verbal communication skills, with the ability to present complex information. Proficiency in data analysis tools (e.g., Excel). Familiarity with legislative processes and public policy frameworks. Strong organizational skills with attention to detail. Ability to manage multiple priorities and meet deadlines in a fast-paced environment. Qualifications: Master's degree in public policy, Public Administration, Political Science, or related fields. Bachelor's degree with 18 years of relevant experience may also be considered. Experience working in VA or other Government agency Experience with substantive programs focused on health care and outreach Preferred: Knowledge of the PACT Act & COFA Amendment Act is a plus. PMI-PMP Certification Experience with project management tools and methodologies. Working Conditions: Full-time position with occasional travel as required.
