Job Description:
The Senior Program Analyst will support the Legislation Workstream within the Veterans Health Administration (VHA) Legislation Implementation Team. The VHA Office of Healthcare Transformation (OHT) is dedicated to enhancing the efficiency of the organization and ensuring the successful implementation of health and business initiatives. The OHT is composed of clinical and administrative experts with deep knowledge in areas such as project management, contracting, training, and organizational development. Together, they work to serve Veterans by driving continuous improvements in healthcare delivery and operations.
Position Responsibilities: Position activities include program planning and evaluations related to various healthcare programs and projects. Tasks may include supporting: Program Analysis Strategic Planning Event Planning Congressional Affairs Metrics Financial Management Systems Risk Management Gather, track, and analyze data relevant to the legislation's implementation. Prepare reports and dashboards to update leadership on key performance metrics, timelines, and program efficacy. Collaborate with internal and external stakeholders, including government agencies, departments, and legislative bodies, to ensure alignment and address challenges related to legislative mandates. Assist with project planning, timeline tracking, and budget monitoring for projects linked to legislative implementation. Ensure that milestones are met promptly and escalate issues when necessary. Conduct research and analysis on policies, regulations, and legislative trends that could impact program operations. Provide insights and briefings on the evolving policy landscape to inform decision-making. Support efforts to enhance internal processes to increase the efficiency and effectiveness of program implementation, using data-driven methodologies. Preparing presentations, briefings, and other communication materials to effectively convey progress to executive leadership and legislative stakeholders.
Requirements:
Minimum of 8-10 years of experience in program analysis, policy development, or legislative implementation in a federal or healthcare setting. Expertise in analyzing, interpreting, and implementing federal legislation, regulations, and policies, especially those related to healthcare systems. Proven ability to evaluate program performance and recommend improvements aligned with the legislative mandate. Experience in developing actionable plans to ensure compliance with legislative requirements within large government organizations. Knowledge of program management frameworks, including monitoring, reporting, and optimization. Proficiency in preparing detailed reports, white papers, and dashboards for senior leadership and government officials. Awareness of legislation impacting the VA and veterans' healthcare, such as the Elizabeth Dole Act, VALOR Act, PACT Act, or other major legislative initiatives. Strong stakeholder management skills to collaborate with VHA leadership, policymakers, and healthcare providers. Experience in conducting briefings, preparing reports, and facilitating discussions to align stakeholders on program goals. Ability to communicate complex legislative and policy requirements effectively to non-technical audiences. Expertise in collecting, analyzing, and interpreting program data to track legislative compliance and performance metrics. Ability to manage multiple priorities and meet deadlines in a fast-paced environment. Strong written and verbal communication skills, including the ability to present findings and recommendations. Analytical and critical thinking abilities to solve complex legislative and programmatic challenges. Attention to detail and commitment to accuracy in all deliverables. Proficiency in software tools and platforms for program management, data analysis, and reporting (e.g., Microsoft Office Suite) Public Trust Clearance or the ability to obtain one Qualifications: Bachelor's degree in public policy, Public Administration, Political Science, or related fields. A Master's degree is a plus.
Previous experience working with or within the Department of Veterans Affairs and other federal health agencies
Experience with substantive programs focused on health care and outreach
Preferred: PMI-PMP (Program Management Professional)
Certified Public Policy Analyst (CPPA) or equivalent certification in public policy or legislative analysis
