Duties
At the full performance level, major duties include:

• Performs a wide variety of analytical duties connected with complex Information Technology (IT) and operations risk management examinations and visitations in complex financial institutions (CFls) and service providers (SPs). This includes CFls, Significant Service Providers (SSPs), and SPs that exhibit unusual or problem characteristics or represent a potential systemic risk to the banking industry.
• Applies a specialized IT knowledge of banking and regulatory environments, particularly in relation to cybersecurity and data protection laws and regulations, to anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems and architecture vulnerabilities.
• Provides technical assistance in the reviews and assessment of the impact of new and existing legislation, technology developments, and similar matters.
• Provides written analysis of risks associated with examinations and visitations and writes reports on emerging technology and cyber related risks.
• Develops correspondence for review by examination staff or management.
• Serves as an instructor or coach in various IT training courses and special training projects.
• Meets with entity management, boards of directors, FDIC management, and others to: advise of corrective action for information technology deficiencies; disclose and support ratings; inform management of potentially
controversial actions; persuade others to cooperate in meeting objectives; and confirm management's response to corrective actions in the Report of Examination.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-12: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-11 grade level or above in the Federal service. Specialized experience is defined as experience evaluating current and proposed new IT systems, networks, and software designs for risk assessment and management, audit, or security within the banking or financial services industry, and preparing reports of findings.
CG-13: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is defined as experience performing IT examinations of insured depository institutions, information systems, and data centers, providing guidance in the examination of information systems data centers and independent servicer centers, and preparing reports of IT-related audit findings.
In addition to meeting the specialized experience, your application package, assessment and structured interview must also demonstrate the following IT-related competencies:

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others , attends to nonverbal cues, and responds appropriately.
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 16.82% to a high of 34.72%.
