Overview
LMI seeks an experienced Energy Project / Program Analyst to support a current Federal client.

Responsibilities Provide expertise and guidance in management of sustainability/energy compliance and policies, and energy efficiencies. Assess feasibility, cost, and mission impact of diverse energy project proposals. Make recommendations to enhance energy resilience. Coordinate with cross agency stakeholders to elicit energy requirements and conduct gap analysis. Research and respond to sustainability/energy data requests from oversight agencies (e.g., OMB or Congress) Validate energy requirements against ongoing and proposed projects. Develop, measure, and recommend energy resilience and efficiency metrics. Support the client's facility energy project development efforts and sustainability initiatives by acting as a subject matter expert. Evaluate energy resilience and energy efficiency initiatives to determine expected impact, timelines, costs, constraints, and implementation considerations. Coordinate with government, utility, industry, and public stakeholders to advance energy resilience initiatives. Manage a portfolio of energy initiatives and maintain awareness of status, timelines, risks, and outstanding needs. Assist in managing energy reporting systems and resolving discrepancies Support development of policy and guidance regarding use and management of energy at DoD installations and in military systems. Facilitate working group meetings and communicate/collaborate with senior leadership, engineering subject matter experts (SMEs), project managers, architects, planning and budget staff, and facility managers about issues and solutions regarding project requirements. Perform reviews and provide recommendations on annual energy project proposals to support ongoing installation energy efficiency and energy resilience investments. Help manage energy project investment strategies by working with agency stakeholders to identify, plan, and implement energy efficiency, renewable energy, and water efficiency measures at sites across the client portfolio. Track and manage legacy ESPCs and UESCs, including annual measurement and verification (M&V) reporting compliance for existing contracts. Help identify, pursue, and apply appropriate financing methods (ESPC, UESC), grants (AFFECT), and Federal appropriations to execute energy projects and facility improvements that result in significant energy savings, demand reduction, and/or increased resilience. Draft written products for energy programs as needed which may include white papers, standard operating procedures (SOPs), briefings, feasibility studies, research summaries, position papers, and similar analytical products in support of the client. Prepare, review, and analyze sustainable energy project and market reports and conduct energy, environmental, and economic benefits analysis of sustainable energy technologies and projects.Qualifications Bachelor's degree or higher in Engineering (Civil, Electrical, Mechanical, or General) or other scientific, technical, or management related field. Master's degree preferred. 5-7 years' experience, demonstrated experience in energy projects Experience with energy investments projects such as performance contracting (ESPS, UESCs) and/or grants. Experience in analysis of energy consumption, energy rates, and life cycle cost analysis. Familiarity with all and expertise in at least 2 of the following: Renewable energy technologies, such as solar, wind, geothermal, hydro, or biomass Electrical distribution infrastructure technologies Electric vehicle technologies and supporting infrastructure Energy resilience and security system technologies Energy efficiency measures Familiarity with software tools for research, analysis, reporting, communications, and collaboration (e.g., Microsoft Office suite, Power BI or Tableau, and SharePoint) Federal or utility energy or sustainability experience preferred. Strong candidate will be able to demonstrate experience in working with multiple stakeholders and building consensus Strong consulting capabilities including excellent communication and organizational skills Experience in managing multiple projects with independent schedules and budgets Certified Energy Manager certification, Energy Manager In-Training certification, or equivalent a plus. Must be eligible for a U.S. security clearance; US citizenship required.
