Duties

These positions are located in the Office of Administration (ADM), Acquisition Management Division (AMD), Operations Branches A and B, Rockville, MD.

As a Contract Specialist in the Office of Administration (ADM), Acquisition Management Division (AMD) the selectee(s) will perform a variety of duties in support of contract negotiation and administration, award, termination, acquisition planning, and procurement. Selectee(s) will serve in an intermediate developmental capacity providing advice and assistance related to acquisition processes and prepares solicitation documents for contracts and interagency agreements.

Selectee(s) will assist in developing solicitation documents for contracts and interagency agreements, evaluating responses, and making award recommendations, preparing and issuing solicitation documents for contracts and interagency agreements. Acquisitions are typically negotiated, awarded, and administered for electronic and information technology services, equipment, and software; specialized nuclear research projects; technical assistance projects; administrative support services; and management-oriented projects.

As required, selectee(s) will assist program and administrative offices in the preparation of acquisition planning documents. Selectee(s) will assist in the preparation of requisitions, as necessary and will advise and/or consult with requiring offices in planning for, defining requirements of, or developing the approach for acquisitions. With assistance from Senior Contract Specialist, selectee(s) will determine adequacy of documentation, records and other supporting material, in relation to the standards set forth in governing regulations.

Selectee(s) will also prepare proposed acquisition-related contractual documents and other staff papers for approval by contracting officer to include: negotiation memos, determination and findings, required reports, and other supporting information for the official contract file.

Qualifications

Education

BASIC QUALIFICATIONS: You must have completed a 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In order to qualify for this position, in addition to the educational requirements you must have at least one year of specialized experience at the grade 7 level in the Federal service or equivalent experience in the private or public sector. Specialized experience includes knowledge of the Federal Acquisition Regulation (FAR) and Federal Property Management Regulations. Knowledge of the principles and techniques of acquisition, with experience and judgement adequate to ensure that all contractual actions are consistent with the applicable laws, executive orders, regulations and policies governing Federal procurement to provide guidance and assistance and to make sound decisions on all contractual matters.

The ideal candidates for these positions will demonstrate in their resume:

1. Successfully completed formal training that is part of the Federal Acquisition Certification in Contracting (FAC-C) curriculum or the Defense Acquisition Workforce Improvement Act (DAWIA) curriculum.
2. Experience soliciting, negotiating, awarding and administering routine and complex competitive and noncompetitive acquisitions for commercial and noncommercial products and services for requirements such as information technology products, information technology services, technical assistance services, professional services, administrative services, architecture and engineering services, construction services, training services, and interagency acquisitions. Experience researching procurement policy issues and/or performing special studies.
3. Experience presenting information, ideas and advice to customers in a clear, concise and logical manner, orally and/or in writing.
4. Experience establishing and maintaining effective work relationships with individuals at all levels, including managers and supervisors, coworkers, staff personnel of other offices.
