Position Description

Provide leadership and technical guidance in the area of Telecommunications and IT infrastructure including but not limited to management of projects, developing/maintaining technical standards to support reliable, secure communications services to electrical substations, distribution line devices, and field resources. Identify opportunities and recommend long range strategic direction and scope for wireless, fiber and/or networking infrastructure projects, and engineering plans/designs to meet all corporate and power delivery telecommunications requirements. Plan, design, engineer & manage projects' implementation. Develop technical specifications and interface as technical liaison with equipment manufacturers, value-added resellers, systems integrators, and consultants (e.g., Architect/Engineers). Coordinate product evaluations and specify/recommend telecommunications equipment, networks, systems, and services. Provide operational engineering support to the field. Develop & submit project estimates, forecasts, and projections for communications infrastructure development, growth, and technology refresh. Prepare project construction budgets, schedules, and resource loading. Provide engineering support and project management during the construction/implementation, coordinate acceptance testing, and service cut-in of new communication systems.
Position Requirements

Required:
Bachelor's Degree in Electrical Engineering, Computer Science, Telecommunications, or related discipline and a minimum of five years job-related work experience.
Experience and knowledge regarding management of telecommunications projects such as fiber optics, wireless and IP networks
Experience demonstrating skill managing multiple complex engineering projects/assignments and ensuring work conforms to project/task requirements, including coordinating work across different areas, departments and/or work groups
Experience with infrastructure troubleshooting, to include direct interaction with vendors and service providers
Experience maintaining detailed records and documentation of equipment, hardware, software, and other system configuration items
Basic IP networking fundamentals and extensive experience in the application of IP protocols
Ability to effectively communicate orally and in writing highly technical information in nontechnical terminology
Demonstrated leadership ability
Understanding of project management principles, creating work packages, tracking budget and project timelines
Understanding of change management principles associated with new technology implementations
Experience demonstrating skill using MS Office suite including Word, Excel, PowerPoint, Visio and Outlook
Ability and willingness to work extended hours (including holidays and weekends) with little or no notice, on-call and during storms and system emergencies
Ability and willingness to adhere to safety regulations and policies and to wear and use safety equipment as required by Federal, State, Local and PHI regulations (for example, high-dielectric, steel-toed footwear, rubber gloves and sleeves, hard hat, protective eyewear, fire retardant clothing
Ability and willingness to work in a variety of work environments which may include outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces, climbing, underground and in noisy and dirty environments with proper PPE

Preferred:
Experience and knowledge regarding Ethernet and related networking technologies
Understanding of and experience with IP networking in a substation or utility environment
Experience and familiarity with GIS software, MS Project, and accounting software such as SAP and WMIS
