Duties
This position is located in the Office of Administration, Division of Facilities and Security, Multimedia, Graphics, Storage and Distribution Branch.

As a Senior Multimedia Specialist you will be responsible for planning, managing, developing and coordinating the multimedia, audiovisual, and web-streaming programs, including the Digital Assessment Management System (DAM), Digital Signage System, and Public Address (PA) System. You will ensure NRC policies, procedures and standards for the agency-wide multimedia, audiovisual (AV), and web-streaming production services are carried out. You will determine requirements for new and existing broadcast media products and services. You will also serve as a Contract Officer Representative, Level II, for AV support services and streaming media delivery contracts and serve as the agency's Subject Matter Expert (SME) in these areas. Also, you will be responsible for determining the most efficient and cost-effective equipment and methods used in providing these services for the agency. You will communicate complex, technical issues, complex data, and abstract ideas visually. And, you will manage all facets of contracts and operations of these programs to include, but not limited to, the planning, budgeting, production, marketing, and engineering of existing and emergent platforms.
Qualifications
Experience
The ideal candidate will be able to demonstrate the following:
1. Knowledge of developing, planning, organizing, executing and managing significant audio visual and multimedia services for programs, activities, projects, and/or events, including related budget, contracts, and administrative policies and procedures, to ensure the quality, timeliness, effectiveness and efficiency of customer service and service delivery
2. Demonstrated ability to establish and maintain effective work relationships with individuals at all levels, both within and outside the parent organization, to achieve cooperation and consensus among parties with diverse views, goals and objectives and build coalitions.
3. Demonstrated ability to communicate information, ideas, guidance, recommendations, and positions in a clear concise, logical and objective manner, both orally and in writing, to internal and external stakeholders.
4. Through knowledge to effectively manage AV and multimedia programs, events, activities, projects, or contracts using computers, data management systems, automated workflow applications and associated software.
In addition to the basic requirements, to qualify for this position you must have at least one year of SPECIALIZED EXPERIENCE at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as thorough knowledge of the principles, theory, practices, methods, and techniques in the field of multimedia, audiovisual, and web-streaming. Thorough knowledge of all phases of multimedia, audiovisual production, web-streaming, programming, and editing. Thorough knowledge of the equipment as well as the administrative and logistical arrangements used in a variety of audiovisual productions.
