Duties

This is a Tier 3 Senior Executive Service (SES) position. This position is located in the Office of the General Counsel.
As the Assistant General Counsel for Operating Reactors you will be responsible for managing the provision of legal advice and counsel on the licensing of nuclear power and non-power reactors, including issuance and renewal of licenses, transfer of licenses, reactor operator licensing, and backfitting of requirements, as well as representation of the staff in any associated litigation. Duties and responsibilities include:
• Managing and supervising a staff of attorneys in all aspects of their representation of the NRC staff in litigation before the Commission, the Atomic Safety and Licensing Boards, and Presiding Officers relating to the licensing of nuclear reactor facilities and reactor operators (including issues relating to the public health and safety, the common defense and security, and the environment), and in providing legal counsel to the NRC staff with respect to such matters.
• Providing authoritative legal advice to the General Counsel, the Commission, and NRC management and staff, on legal problems arising in connection with the licensing of nuclear reactors and reactor operators. Developing and recommending appropriate changes to legal policy, procedures and regulations to strengthen and improve the regulatory process for the licensing of nuclear reactors and reactor operators, as well as recommending proposed courses of action to be followed in connection with novel problems of law and policy arising in connection with these activities.
• Interacting with applicants for nuclear facility licenses and their attorneys; members of the public; Federal, State, and local officials; and other stakeholders and their attorneys, participating in public meetings and other outreach activities related to the NRC’s licensing of reactor facilities and operators.

Qualifications

You must possess a professional law degree acquired through graduation from a law school accredited by the American Bar Association, and be an active member in good standing of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico bar.

You must have substantial supervisory or leadership experience that demonstrates the ability to successfully carry out the roles and responsibilities described above, typically evidenced by experience in progressively more responsible supervisory or leadership positions. To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. Applicants who do not meet or do not demonstrate possession of the ECQs and PTQs in their application will be eliminated from further consideration.

Use one to two examples of relevant experience. The number of examples is not as important as ensuring that your experience matches the ECQ criteria.

Challenge - Describe a specific problem or goal.

Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).

Action - Discuss the specific actions you took to address a challenge.

Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of….) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). Please limit your written statements to the space provided (8,000 characters) per ECQ. You must provide the names, email addresses, and telephone numbers of responsible individuals who can verify the information provided for each ECQ.

• PTQ 1 - Thorough knowledge of legal principles and Federal law, including judicial and administrative decisions, statutes, Federal and State regulations, and rules of procedure relating to administrative proceedings and the operation of a regulatory program, including thorough knowledge of NRC enabling legislation, particularly the Atomic Energy Act of 1954, as amended, the Energy Reorganization Act of 1974, as amended and the Nuclear Waste Policy Act of 1982, as well as other relevant statutes, including the Administrative Procedure Act and the National Environmental Policy Act (as well as related environmental legislation).
• PTQ 2 - Demonstrated experience in successfully handling complex legal issues, making statutory and regulatory interpretations, preparing legal documents, reviewing documents for legal sufficiency, and developing sound legal decisions and recommendations involving complex scientific and technical subject matter.
• PTQ 3 - Demonstrated experience in successfully developing solutions to complex and novel legal issues for which precedents have not been established.
