Defense Logistics Agency Joint Operational Planner II (J4, Risk Assessment and Global Posture Focus)
ARServices is seeking a Joint Operational Planner to join our team. This professional will provide DoD joint operational planning expertise and support to the Defense Logistics Agency (DLA) Joint Operational Planning Team within the Joint Logistics Operations Center (JLOC). Specifically, the Planner will support the DLA Plans Chief who oversees a team of nine military and government civilian staff who connect DLA resources and capabilities to Combatant Command Operational Plans in accordance with the Joint Staff Operational Planning policies and guidance. Additionally, this position will assist in the interface with the Joint Staff J4 and providing assistance in DLA operational plan risk assessments and development of the DLA Global Posture Plan. The position is located at the DLA JLOC office at the DLA HQ, Fort Belvoir, VA.
Principal Duties
Provide liaison to and integration with Joint Staff J4 to ensure DLA compliance and integration with DoD-level logistics integrated planning, guidance, and policies Develop/improve Logistics Supportability Analyses, develop risk assessments, mitigation plans, and assist DLA operational planners in integrating those plans in COCOM support plans Assess DLA supply chain processes and posturing against wartime operational plan requirements and develop a Phase 0 Global Posture Plan Additional Duties
Provides expert advice on all matters pertaining to strategies, doctrine, policies, directives, and instructions from the Joint Staff J5 and makes recommendations to ensure compliance and/or consideration in all planning efforts. Think independently and serve as an advanced technical expert of all planning methodologies and applications in all phases of military operations, providing analytical expertise and expert knowledge of operational design, Joint Operation Planning, and Adaptive Planning and Execution (APEX) Develops plans and orders through the application of operational art and operational design, and by using the JOPP, within the milestones, deliverables, and interaction points for plans developed using APEX activities Codify Joint Staff J5 current planning policy, guidance and direction into DLA Instructions (policy and guidance), as well as train both DLA JLOC planners and DLA Major Subordinate Command (logistics commodity) planners on that policy and processes Provide operational planning expertise and knowledge of DoD operational planning, DLA capabilities and global posture to help the DLA exercise team shape DLA exercises/wargames to test DLA Concepts of Support Assist in translating tactical wartime requirements in war plans to DLA Strategic resource Assist in DLA's integration with the Joint Planning and Execution Community Required Qualifications
Minimum 10 years of experience as a Joint Operation Planner and a complete working knowledge of the JOPP, JOPES, and APEX planning formats and guidance Knowledge of Guidance for the Employment of the Force (GEF) and Joint Strategic Capabilities Plan (JSCP) directives/policy for supporting Combatant Commands, military operations and exercise Ability to express thoughts in clear, concise, and well-organized manner, both in writing and orally Ability to develop executive-level briefing materials, administrative, and logistics support Ability to develop strong working relationships within teams and across the organization Excellent oral and written communication skills, including experience presenting to multiple audiences (e.g., technical and non-technical, executive-level) Creative thinker; strong analytical, multitasking, and interpersonal skills Minimum of Bachelor's Degree from an accredited college or university Minimum specialized education in military joint operation planning through the JPME II. The JIOPC, or other similar military operation planning courses, may be substituted for JPME II TS/SCI Clearance required Desired Qualifications
