Job Description:

Summary The Facility Security Officer (FSO) interprets, implements, and maintains a highly-effective security program consistent with all regulatory, government policies and provides supplemental guidance to the business and its leaders. The FSO is responsible for all aspects of the National Industrial Security Program (NISP), both physical and non-tangible, protecting classified information and company assets. The FSO sees the overall security program as a business discriminator to the organization and the Corporation. The FSO objectively and professionally conduct investigations regarding sensitive issues and violations of written policies internal and external to the organization. FSO will issue disciplinary guidance based on the graduated scale of disciplinary action as required by the National Industrial Security Program Operating Manual (NISPOM).

Essential Duties and Responsibilities
The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign or reassign duties and responsibilities to this job at any time due to reasonable accommodation or other reasons. This role reports to the Sonoma EO General Manager, but the FSO has dotted-line reporting responsibility to the designated Division or Group Security Director and/or Vice President of Corporate Security.

NISPOM Compliance
Use an analytical and risk-management based approach for the implementation of the security program. Provide briefings through public speaking, facilitated trainings, and written guidance. Process and protect personally identifiable information (PII) and other sensitive, personal information with regards to reporting responsibilities in a professional manner. Effectively apply physical and procedural security measures with minimal impact to business operations. Prepare, maintain and protect official records auditable by U.S. Government representatives.
Asset Protection
Maintain, audit and evaluate industrial security program to provide a safe and secure environment to protect employees and company assets. Oversee automated access control and intrusion detection systems. Manage access of support vendors, consultants, and contactors to the facility. Team with and formalize security program with other organizations, especially Export Control, Facilities, and Information Technology. Interact with functional business groups, senior management, and government representatives. Represent the business unit when interacting with senior L-3 Corporate executives, site management, and government representatives on security and asset protection issues. Use team-concept approach as part of NISP review in response to information requests. Liaison with local and federal law enforcement, federal investigators, and emergency response personnel. Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes, and procedures

Education & Training
Develop educational programs and preside over training sessions for all employees with regard to security. Provide continuing education and training programs such as briefings and newsletters. Manage foreign travel safety and reporting program.

Assistant Facility Security Officer (AFSO) duties

Assist FSO with overall security program Process new employee security clearances Assist the FSO in the creation, management and presentation of security training Track security clearance investigations and perform administrative support functions to include Joint Personnel Adjudication System (JPAS), eQIP administration, and L3 Security Information Management System (SIMS) database Provide security briefings, debriefings, and awareness training for site personnel Process necessary badge requests for L3 employees Processing outgoing visit requests and certifications Review the details and requirements issued in formal DD254 contracts. Review of required forms, process and screen of security forms (SF86, SF85) of various background investigations, and associated paperwork for accuracy Perform additional duties and responsibilities as needed. Implement security policy and direction consistent with the Company and Government regulations Provide answers/analyses to address questions and concerns from management. Maintain the security database of classified holdings Assist the FSO with NISP annual inspections Assist the FSO with annual DSS security Audits


Qualifications:
Technical Knowledge/Skills/Abilities Required

Mastery of the National Industrial Security Program Operating Manual (NISPOM). Experience with the implementation of the ODAA, JFAN and/or DNI/DCIDs policies is highly desirable. Completion of all Defense Security Service FSO training requirements - Industrial Security Professional (ISP) certification is a plus. Current experience working with government information systems of record and a general understanding of personnel security investigation requirements is required, Integrity and a professional manner are required. Possess a high degree of organizational and communications skills, both written and verbal. Must be able to work independently and irregular hours, as required. Must partner with functional organizations and possess the ability to solve complex challenges independently in compliance with written and verbal guidance from both internal and external Customers as appropriate meeting business objectives. Ability to objectively and professionally conduct investigations regarding sensitive issues and violations of written policies; issue disciplinary guidance as needed. F ully competent in using various software tools packages such as Visio, CAD, PowerPoint, Excel, Word, Access and Microsoft Project Strong procedural documentation skills are required.

Ability to research, gather and analyze information then formulate effective recommendations and actions. Ability to creatively accomplish goals within constraints of budgets, time, and/or available resources. Ability to effectively interpret and act upon a variety of instructions from various channels. Ability to work independently and with a team to produce accurate results quickly. Able to effectively lead and manage a project from inception to completion. Working Conditions


Physical Requirements
Some repetitive motion activities. Able to use a computer/keyboard for extended periods of time. May be required to lift/move up to 10 lbs, with assistance. Work Environment Fast paced, schedule-driven environment. Willing and able to work extended hours when necessary. Light-Moderate Business travel may be required.
Minimum Qualifications

Education - Bachelor's Degree. Experience - Minimum 3 years experience in a related field preferred. A combination of professional experience as an FSO with a medium-to-large size company and a proven history of managing a highly successful NISP program will be considered. Demonstrated leadership, communication, and interpersonal skills required as well as strong analytical ability leading to exemplary execution.
Other Requirements

Active Top Secret/SSBI clearance required.
