L3 Power Distribution is searching for a Manager of Security to join our team. The Power Distribution Division, with anticipated sales in 2017 of $283M, is a newly formed organization made up of four formerly separate operating divisions within L3. This opportunity is located at our Anaheim Ball Road site (Power Paragon). Our Power Paragon facility is a worldwide leader in the engineering, development, manufacturing and integration of power conversion and distribution systems for defense, governmental and advanced industrial applications. Our company’s power conversion, power conditioning and power protection solutions can be found in a wide range of demanding military and commercial environments around the world. This position will also support our Vermont Avenue site in Anaheim.

The Manager of Security is responsible for the safety and security of the organization’s property, products, and people. The Manager of Security ensures the company’s compliance with all statutes and regulations associated with the National Industrial Security Program (NISP), as well as other government regulations applicable to a cleared Department of Defense contractor facility. The Manager of Security may function as the company’s Information Systems Security Manager (ISSM) and COMSEC Manager concurrently.

Responsibilities:
Manages and implements physical security safeguards for the protection of personnel and company assets in a cost effective, risk appropriate manner. Provides security leadership, management and oversight of the L3 business units in a regional area. Interprets, develops and implements security policy and provides direction consistent with Company, Department of Defense (DoD), and other Government Regulations, as applicable. Develops and administers a comprehensive security awareness and education program covering initial new-hire orientation, annual employee refresher training, and periodic continued education & training. Through direct supervision of the company’s Information Systems Security Officer (ISSO), maintains oversight responsibility for the evaluation of the company’s Information Systems security program. Coordinates with customer and government agencies to obtain rulings and interpretations on multiple program policies and regulations. Processes requests and reinvestigations for personnel security clearances and tracks investigations through the US Government system of record. Ensures control of classified holdings as well as the protection of Controlled Unclassified Information (CUI) as well as Unclassified – Navy Nuclear Power Information (U-NNPI). SUPERVISORY RESPONSIBILITIES
In absence of the Director of Support Services, the Manager of Security is responsible for the overall direction and coordination of the department for the regional area. Managerial responsibility for the Assistant Facility Security Officer (AFSO), ISSO and staff as assigned. Performs managerial responsibilities in accordance with the organization's policies and applicable laws. Performs annual evaluation and issues corrective action plans as needed. Responsibilities include; planning, assigning, and directing work, addressing complaints and resolving problems.


Qualifications:
Qualifications:
Bachelor's degree in related field and or a senior security professional with a minimum of 10 years of security management experience. Must be knowledgeable in the implementation and maintenance of all aspects of the National Industrial Security Program Operating Manuel (NISPOM) for a cleared Department of Defense contractor facility. Must understand the technical aspects of the NISPOM, as well as related government regulations. Must have a complete understanding of secure automated information systems as defined in NISPOM Chapter 8. Must have an understanding of the government security community, information assurance processes, and possess experience interfacing with government agencies. Must have a working knowledge of state of the art security methodologies including the management and administration of electronic access control and CCTV. Requires the ability to create, maintain and leverage working relationships with internal and external customers, peers and senior management over a regional area. Excellent interpersonal skills and the ability to work as part of a team as well as work independently with minimal supervision. Must be self-motivated and directed with the ability to effectively prioritize and execute tasks in a fast-paced environment. The individual must possess and maintain current eligibility to access classified information at "Secret" as designated and issued by the Department of Defense or the Department of Energy.
Must have completed all Facility Security Officer training per the National Industrial Security Program Operating Manual (NISPOM).
Proven and sustained history of managing NISP exceeding minimal requirements.
Completed COMSEC certification issued by NSA.
Strong computer skills. Proficient with Microsoft Word, Excel, Access and Internet usage. Previous Security Information Management Systems (SIMS) experience is highly desirable.
Previous experience with the administration & management of automated access control systems and intrusion detection systems meeting UL2050.
Strong communication skills.
Must be a U.S. Citizen with valid Driver's License.
Defense Security Service (DSS) training and certification of completion for Facilities Security Officer. Security or advanced certification (e.g. CISSP) is highly desirable.
