Summary:
Serve as a Program Analyst 3 with the Bureau of Diplomatic Security (DS), Office of the Chief Financial Officer (CFO), Office of the Chief of Resource Management (RM). The Program Analyst 3 is responsible for acquisition planning and administration support.
Serve as a mid-level analyst within the CFO/Resource Management staff for interfacing and integrating across the Bureau in support of DS Directorates. Provides support and input to the assigned portfolio for planning and analysis of for an acquisition support analyst to assist with hardware/software procurement activities. Supports Bureau process and entry into applicable procurement and financial systems to include the formulation, justification, presentation, enactment and/or execution phases of the acquisition process for all programs/projects/organizations within the area of responsibility identified.
Essential Duties and Responsibilities:
Prepare draft acquisition plans, support market research, and prepare draft market research reports. Collect, assemble, and prepare draft requirement statements, technical specifications, and evaluation criteria. Prepare draft Justification and Approval submissions and Independent Government Cost Estimate. Support the Technical Evaluation Team in proposal evaluations and prepare draft evaluation reports. Work with budget staff on funding and requisition request submission and processing. Interface with the Office of Acquisition on pending procurement actions. Perform contract administration activities to include preparing modification requests and draft contractor performance reports. Maintain acquisition and contract administration documents and files. Provide report on procurement activities planned and in progress, providing current status, and potential issues, monthly and as required. Prepare other acquisition related documents and reports, as required. Providing authoritative advice and guidance to officials on acquisition planning, budgeting, programming, and contract management activities. Developing, recommending, and providing interpretation and implementation of policies and procedures. Planning, organizing, and evaluating contract actions. Providing authoritative assistance, advice, and guidance in all aspects of the contracting process. Training new employees in contracting. Providing authoritative financial and budgetary support. Developing Out-Year financial plans and budget estimates for supplemental programs. Establishing and maintaining liaison and serving as the focal point for the coordination and communication with appropriate offices, overseas posts, and interested foreign affairs and intelligence agencies.
Required Skills
Professional Qualifications/Skills:
Four (4) years of progressive experience in acquisition / contract management and administration involving procurements of Information Technology (IT) hardware, software and services. Demonstrated working experience and knowledge in Federal Acquisition Regulations (FAR). Must be a US citizen and able to obtain/maintain a minimum a SECRET clearance. Bachelor's degree preferred and equivalent experience. 5+ years' experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program- related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective budgetary/resource utilization; Experience identifying complex cross cutting areas of program requirements and needs in order to address significant organizational concerns. Experience applying various laws, regulations, policies and precedents which affect the use of program and related support resources. Experience conducting detailed analyses of functions and work processes; and presenting recommendations for improvements and corrective actions. Department of State experience preferred but not required.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The noise level in the work environment is usually moderate.

Must have the ability to obtain and maintain a secret security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for TTI are required.
