Job Description:

Essential Job Functions

Serves a primary contact or liaison between client and department personnel during application development to ensure that applications and modifications meet client specifications and company standards.
Manages company programming group on larger or more complex application systems to ensure that applications meet specifications.
Reviews prepared reports and communicates group's progress and problems to upper management; participates in problem-solving discussions to ensure that management handles problems effectively and in a timely fashion.
Plans, directs and controls the development and maintenance of both complex computer business and scientific applications and complex computer applications software programs to ensure that efficient operation of client and company systems.
Assigns and monitors work of analysts and programming staff on larger and more complex projects, providing technical support and direction to ensure that application development is completed in a time manner and meets customer specifications and requirements.
Reviews feasibility studies, time and cost estimates; plans, designs and oversees the establishment and implementation of new and revised applications and programs to ensure that projects adhere to budgetary and company guidelines.
Consults with clients and other personnel to coordinate activities on larger or more complex application accounts to increase cost effectiveness and product efficiency.
Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines.
Prepares, recommends and oversees development of operating and personnel budgets. Monitors spending for adherence to budget plans, develops and recommends variances. Performs and/or oversees budget analysis.

Basic Qualifications
Strong Life Insurance Experience is Mandatory Experience with Outsourcing and Insurance Processing Strongly Preferred Bachelor's degree or equivalent combination of education and experience
Master's degree in business, computer science or related field preferred
Twelve or more years of system development or systems analysis experience
Eight or more years of leadership or supervisory experience
Experience working with business processes, environment, demand for products and market competition
Experience working with data warehousing standards, strategies and rules
Experience working with development tools, processes, approaches and techniques
Experience working with product configurations
Experience working with software, systems, applications, and network markets
Experience working with mainframes, scheduling software and other related technologies
Experience working with administrative practices and procedures

Strong human relations skills to select, develop, mentor, discipline and reward employees
Strong communication skills to communicate with customers, department personnel and management
Strong skills at managing risks during installation of new software applications
Strong leadership skills to coordinate, oversee and lead team members

Strong creative problem solving skills
Ability to interact and gauge client product needs and specifications
Ability to lead and work in a team environment
Ability to communicate and convert technical knowledge into easily understood terms for clients
Ability to maintain formal and informal networks
Willingness to travel
