JOB TITLE: Test and Evaluation Subject Matter Expert

PROJECT OVERVIEW:

Individual will be involved in a variety of consulting projects providing multi-disciplinary support to government program management offices and organizations. This person will be a WBB consultant and will serve as a member of and/or manage collaborative teams providing multi-disciplinary support to government and industry. This individual will also serve as a senior advisor to government and industry personnel providing a blend of operational, program management and acquisition expertise. The ideal applicant is versatile, with a broad background and demonstrated ability to produce quality work. Must be comfortable in a challenging, collaborative, multi-tasking, dynamic, high-tempo, deadline-intensive environment with a flexible work schedule supporting multiple customers.

JOB DESCRIPTION AND RESPONSIBILITIES:
Planning and applying Test and Evaluation (T&E)/systems engineering analysis and related methodologies in support of a major weapon system modernization and sustainment programs. Work with mid- and senior-level government and prime contractor personnel to complete all task assignments. Assist with the development and execution of Test and Evaluation strategies and associated documents, plans, briefings and related meetings/sessions including: Test & Evaluation Master Plan development, coordination and updating Test strategy development and coordination for "buy-in" Creation of T&E documents Updating existing T&E documents Guidance and assistance in "socializing" T&E strategy/documents with various oversight organizations Assistance during the TEMP coordination process, including updates Analyze existing T&E/engineering-based strategies and documentation relative to regulatory format requirements Define and coordinate T&E/engineering-based mitigation strategies to resolve known and projected shortfalls Update and revise T&E/system engineering and acquisition management documentation to comply with execution requirements.
REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret
Bachelor's Degree Secret clearance At least 5 years of systems engineering and/or test and evaluation experience; at least 3 of these years in a leadership position Extensive knowledge of engineering and test policies and procedures and application to development, production and fielding of major weapon systems Ability to work effectively both independently and a part of a collaborative team Proven capability to develop innovative strategies and implement them. ADAP Level II T&E certification Excellent communications skills, both writing and verbal; excellent listening skills and be able to work collaboratively with customers and colleagues
DESIRED SKILLS AND QUALIFICATIONS:
Master's Degree Eligibility for Top Secret/SCI clearance Broad experience with development, coordination and communication of T&E/systems engineering-based strategies and recommendations with mid- and senior-level personnel ADAP Level III T&E certification Acquisition program management experience and/or ADAP PM Level II Extensive familiarity with regulatory and statutory guidance involving T&E/systems engineering-based strategies and documentation and implementation into major weapon systems Active duty military experience
