JOB TITLE: Navy Program Analyst - Maritime Domain Awareness (MDA)

PROJECT OVERVIEW:

The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs.

Provides support services to the N2/N6I Maritime Domain Awareness (MDA) Branch of the Information Warfare Directorate (N2/N6) to address MDA capability gaps in support of the Secretary of the Navy to meet requirements as the DoD Executive Agent for MDA (EAMDA).

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide strategy, policy, operational, acquisition, and/or that enhance the execution of MDA operations. This includes requirements sponsor support for MDA programs. Tasks include:
Assist with the development and/or review of MDA and maritime security-related strategy, policies, guidance and capabilities interaction between law enforcement, Homeland Security, Federal, State, and local governments, military, civil, intelligence community, foreign partner and commercial organizations. Review existing MDA-related requirements for completeness, accuracy and applicability, and identify potential shortfalls, conflicts, gaps and overlaps among existing requirements. Propose changes to existing requirements based upon mission analysis and developing guidance. Provide support to the development and revision of National, DoD, Intelligence Community, and Navy MDA policy and guidance efforts and other strategic priorities, including, but not limited to Maritime Intelligence, Surveillance, and Reconnaissance (ISR), information sharing, vessel tracking and Maritime Operations Center (MOC) integration. Provide direct support in the development of MDA-related products and services, including, but not limited to, current awareness products, new concepts and capability announcements and presentations, summary reports, issue papers, long-range planning, training plans, and analytical reports. Assist with MDA-related capabilities development and analysis of Commander, Joint Chiefs of Staff Joint Capabilities Integration Development Instruction 3170 (CJCSI JCIDS 3170) required documents and processes. Analyze the MDA Initial Capabilities Document (ICD) tasks and gaps, and (as required) provide assistance to the refinement of the associated metrics, with supporting issue papers, briefs and reports. Support the development, coordination, and implementation of the expansion of the Operational MDA Process (OMDAP) and its associated Tactics, Techniques, and Procedures (TTPs) enterprise-wide. Coordinate meetings with representatives from various DoD, U.S. Government (USG), and intelligence community and interagency organizations within the greater national MDA community of interest (COI) in fulfillment of this task. Provide support and technical analysis for MDA-related workshops, conferences, teleconferences, web meetings, Defense Connect Services (DCS) sessions, and VTCs including pre-event planning, MDA operational gaming planning and support, table-top exercise planning, conference read-ahead material development, MDA technical briefing during events, and post-event activities to include lessons learned analysis and technical after action reports.
REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Top Secret/SCI
7 years of progressive experience (min 3 years in managerial capacity) in capability definition and operation of Navy and/or DoD systems. Knowledge of maritime operations, objectives and missions. Basic knowledge of PPBE and JCIDS. Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel. Active Top Secret /SCI Clearance.
DESIRED SKILLS AND QUALIFICATIONS:
OPNAV or military staff experience. Navy or Coast Guard operational experience. Experience in formulation, development and implementation of policy.
