Job Description:

JOB TITLE: Navy Senior Program Analyst - Maritime Domain Awareness (MDA)

PROJECT OVERVIEW:

Provide support services to N2/N6I Maritime Domain Awareness (MDA) Branch of Navy Headquarters staff (OPNAV) to address MDA capability gaps in support of the Secretary of the Navy to meet requirements as the DoD Executive Agent for MDA (EAMDA).

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide support services for MDA information, integration, and implementation programs. Specific tasks:
Assist in the development and analysis of reports, technical documentation, and Common Operating Picture (COP) and Common Maritime Picture (CMP) visualization requirements across the full range of MDA technologies and capabilities. Support the identification and analysis of MDA-related data sources, requirements, information management processes, and barriers to information exchange as they apply to DoN, DoD, and other interagency and international partners. Support MDA-related technology assessments including research and technical input as related to mission objectives such as cloud-based information exchange, space initiatives, and other emerging technologies. Analyze the interdependencies among maritime programs and align maritime information sharing, domain awareness systems/programs, and capabilities using data architectures and stated requirements from appropriate MDA stakeholders. Utilize web services/development and Extensible Markup Language (XML) to support the analysis, development, and implementation of the National MDA Architecture to ensure interoperability among MDA-related systems and capabilities. Provide analysis, recommendations, and technical assessments pertaining to the effectiveness, suitability, and employment of MDA-related technologies and capabilities including, but not limited to, Maritime Safety and Security Information System (MSSIS), Domestic Common Maritime Picture (DCMP), MDA Levels of Awareness (LOA), and National Information Exchange Model (NIEM). Support the analysis and development of MDA-related capabilities for advanced technology and technology insertion issues through the employment of methods such as pilot project testing, field and lab demonstrations, trade-off-analysis, modeling and simulation, and Joint Capability Technology Demonstrations (JCTD). Assist in the improvement, development, and content management of the Drupal based website supporting the National MDA Architecture (mise.mda.gov) to include the updating and developing of new content and supporting pages for the Implementation Guide, National MDA Architecture Plan, artifacts, and DCMP associated products.
REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Top Secret/SCI
10 years of progressive experience in capability definition and operation of Navy and/or DoD systems and programs. Knowledge of Maritime Domain Awareness (MDA). Knowledge of data management architectures, methods and concepts. Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel. TS/SCI clearance
DESIRED SKILLS AND QUALIFICATIONS:
OPNAV or military staff experience. Navy or Coast Guard operational experience. Experience data management, integration and info sharing.
WORK LOCATION: Pentagon
