JOB TITLE: Navy Program Analyst - Afloat and Ashore Integration

PROJECT OVERVIEW:

The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs.

This position supports the Portfolio Management Branch (N2/N6FP1) which provides oversight over Joint processes, supports liaison with the U.S. Coast Guard (USCG) and U.S. Marine Corps (USMC), manages C4I capabilities and modernization plans, and oversees executive preparation tasks that affect the Navy's portfolio of Information Warfare programs.

JOB DESCRIPTION AND RESPONSIBILITIES:

Program Integration reviews processes and monitors the execution of budgeted dollars against the execution of approved resources; provides analysis as well as reports and data. Program Integration accomplishes this through use of tools including but not limited to: Internet Resource Allocation Planning System (iRAPS), Program Budget Information System (PBIS), and Headquarters Web (HQWeb). The services are for strategic and operational level support for liaison with commands, activities, units, and organizations, to include but not limited to the Combatant Commands, Services, Department of Defense Agencies, and/or international agencies. Specific tasks include:

• A ssist N2/N6 with coordination between OPNAV requirements officers and representatives from the Fleet, Headquarters Marine Corps (HQMC), U.S. Coast Guard (USCG), Military Sealift Command (MSC), Program Executive Offices (PEOs), and Systems Commands (SYSCOMs) on Afloat C4I capability requirements, funding issues, and equipment availability to support facilitation of the C4I Modernization Plan (C4IMP) and the C4IMP baseline; assist with the development of requirements and positions in the development, modification, and maintenance of the C4IMP database; assist in the development, modification, and maintenance of the Shore C4IMP.

• Assist N2/N6 with preparing and providing pre-meeting briefs to N2/N6F and recommend courses of action and policies with respect to FM activities; coordinate FM requirements and policies with OPNAV, the Fleet, PEOs, and SYSCOMs; support N2/N6 with FM 0-6 Board and other FM working group meetings.

• Assist with N2/N6F activity and involvement with the Navy Data Environment (NDE) and other databases.

• Assist the N2/N6 action officer with development of the Navy Information Warfare-based C4 Integration Plan to provide end-to-end connectivity across shore and afloat commands.

• Assist N2/N6 to coordinate with OPNAV requirements officers and representatives from the Fleet, Navy Information Warfare Forces (NAVIFOR), Program Executive Offices, and Systems Commands on Ashore C4I capability requirements, funding issues, equipment availability, and installation executability to facilitate the Shore C4I Modernization Plan.

• Assist N2/N6 staff with management of the SECNAV Waiver Program for installation of material resources on ships within five years of disposal, and monitor and track status of specified waivers.

• Participate in the preparation and provide reports to N2/N6F on recommended courses of action, requirements, policies and acquisition with respect to the current status and new developments of the Shore C4I Modernization Plan.

• Assist N2/N6 with reviewing shore modernization plans to meet the needs and requirements of Fleet and Regional CONOPS, DISA directives, the Transformational Communications Architecture, and other requirements both internal and external to Navy.

• Assist N2/N6 with support of N2/N6F interests in the development of C4I requirements for Military Construction (MILCON) projects; coordinate with NAVIFOR and the Chief of Naval Installations to support optimized installation plans for MILCON projects.

• Participate in supporting requirements officer coordination with Fleet and Type Commander Representatives to support the long-range employment schedule and force structure for C5IMP planning.

• Assist in the monitoring of C4I requirements and integration into the Ship Construction- Navy (SCN) appropriation.

• Assist in the development of N2/N6 Program Objective Memorandum (POM) priorities.

• Assist in the development of N2/N6 SCN C4I Strategies.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

• Ability to interface with senior military officers and Government civilians to provide professional, informed reports on the status of work.

• 7 years of progressive experience (at least three years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems. Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.

• Proficient in MS Outlook, Word, PowerPoint, Excel.

• Ability to manage diverse taskings.

• Familiarity with DoD requirements and budgeting processes.

• Active SECRET Security Clearance.

DESIRED SKILLS AND QUALIFICATIONS:

• Experience working at OPNAV, or other Echelon 1 or 2 staffs.

• Experience in communication systems development and program management.

• PPBE/POM experience.
