Job Summary: Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with Department of the Army (DA) policy Volume (AP-V) 2005, DCIPS Employment and Placement.

HOW YOU WILL BE EVALUATED:

Duties: Serves as a Security Specialist (Industrial) for a Contractor Support Detachment, a subordinate element of the Contractor Support Element, responsible for providing Sensitive Compartmented Information (SCI) security oversight and support to the US Army agencies which award Army SCI contracts, and to contractors executing Army SCI contracts.
Experience required: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You will receive credit for all qualifying experience, including volunteer experience.

To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-11). Specialized experience is defined as experience with the US Army Cognizant Security Authority (CSA) in providing guidance, direction, and assistance to contractors and contracting agencies concerning all aspects of SCI security program management, to include technical, physical, personnel, and information security requirements. Reviews for accuracy and adequacy plans and proposals, requests and applications, and operating procedures pertaining to the above areas.
Specialized experience is defined as progressively responsible intelligence-related security work directly related to security policies, concepts, principles, and regulations. Such experience may include work that involves physical security, personnel security and protection of personnel or property security.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Requires a thorough knowledge of a wide range of security methods and practices. Incumbent requires knowledge of security principles, concepts, policy, procedures and methodology, in addition to the necessary skills required to apply this knowledge in carrying out basic security reviews, inspections, and in providing advice and assistance on a wide range of complex security issues.

Required knowledge and experience include those pertaining to physical, technical, personnel, and information security. Employee must also have a working knowledge of all applicable DA, DOD, Intelligence Community and National-level regulatory guidance pertinent to safeguarding SCI materials.

Employee must have a comprehensive knowledge of a wide range of security methods and practices, and the skill to apply this knowledge independently in evaluating security problems and applying security measures which are often not resolvable by application of standard regulatory requirements.

Must use sound judgement in interpreting and applying regulatory guidance to various environments and situations.

Required to make decisions and implement security procedures based on an interpretation of existing regulations and directives.

Develops security procedures and makes authoritative decisions based on a clear understanding of the goals and objective of established SCI security policy, often setting precedents which affect both Army contracting agencies and civilian contractors executing Army SCI contracts. Employee must provide low cost/quick fix (workable) recommendations to correctly resolve the more common security shortfalls in a variety of situations.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

CONDITIONS OF EMPLOYMENT

1. Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).

2. IAW Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, incumbent must pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

3. TDY travel (CONUS and OCONUS) may be required at 25% or less of the time.

4. Must be able to obtain and maintain a valid, state motor vehicle license.

5. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions.
