Job Summary: Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

This is a Career Program Position (CP) 35
Duties: Serves as a Security Specialist performing duties in the Access Control Division office of the HQ INSCOM Metro Park Special Security Representative (SSR) Office, Headquarters Security Division, Assistant Chief of Staff for Security (ACofS, G-2).

Experience required: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You will receive credit for all qualifying experience, including volunteer experience.

To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-05). Specialized experience is defined as experience such as security duties which allows the candidate to perform access controls, technical security processes, security program management, and security inspections.

Education:

Closely Related (CR)* Bachelor's Degree
OR
Non-CR Bachelor's Degree including 15 specialized semester hours or 22 specialized quarter hours
OR
Non-CR Bachelor's Degree with Superior Academic Achievement (as defined by OPM)
OR
Non-CR Bachelor's Degree and graduated from either Military Intelligence Office Basic Course (MIOBC) or Military Intelligence Officer Advanced Course (MIOAC)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages

To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-07). Specialized experience is defined as experience such as security duties which allows the candidate to perform access controls, technical security processes, security program management, and security inspections.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

Specialized experience is defined as responsible intelligence-related security work directly related to security policies, concepts, principles, and regulations. Such experience may include work that involves physical security, personnel security and protection of personnel or property security.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge, which could have been obtained through a baccalaureate educational program or an equivalent type of experience or training, of basic principles, concepts and methodologies of a professional or administrative occupation.
The incumbent will be able to utilize this knowledge in elementary assignments, operations or procedures while developing knowledge and carrying out basic tasks as they apply to security administration, pertaining to a number of security disciplines.
Employee uses knowledge to carry out limited, specialized projects to support mission requirements.
Skill in oral and written communications to prepare clear, concise SOPs, briefings and presentations for all levels of the command.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

CONDITIONS OF EMPLOYMENT

1. Employee must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI).
2. Duties will require incumbent to work long or protracted hours, including shift work.
3. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
4. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
5. TDY Travel may be required approximately 10% or more of the time.
6. Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) to obtain access to NSA Systems and continue on a periodic basis.
