Job Summary: Supports Army Commands (ACOMs), Army Service Component Commands (ASCCs), and Army Direct Reporting Units (DRUs) by receiving security-related insider threat triggers, coordinating and preparing an appropriate response, and providing close-outs to appropriate entities on behalf of the Army Insider Threat (InT) Division, Assistant Chief of Staff, G-2, US Army Intelligence and Security Command (INSCOM).
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

HOW YOU WILL BE EVALUATED:

This is a Career Program (CP) 35 Position
Duties:
1. The incumbent will receive insider threat triggers from the INSCOM Security Operations Center (ISOC) from a multitude of sources, to include but not limited to Continuous Evaluation (CE), User Activity Monitoring (UAM), Information Assurance (IA), and law enforcement (LE). Upon receipt, the security specialist will coordinate with the geographically aligned command security manager, special security officer, and/or commander to initiate appropriate action, including among others subject inquiries and preliminary inquiries, to determine the circumstances surrounding the incident. The incumbent will prepare appropriate documentation and provide recommendations to command security managers and support the decisions of commanders in the field, ensuring appropriate reporting requirements are met and submitted back through appropriate channels to the Army InT Hub and Department of Defense Consolidated Adjudications Facility (DoD CAF) as necessary. Any other reporting requirements will be met as well to ensure Army and National standards are met. The security specialist will work with counterintelligence (CI) agents to provide a conduit for security reporting, and to ensure reports which may have a CI nexus are appropriately distributed.

2. The incumbent will provide guidance, mentorship, and support to security professionals across the Department of the Army (DA) in the areas of personnel security relative insider threat reporting (derogatory information and continuous evaluation response) and information security (security incidents, negligent discharges of classified information, UAM triggers). Support the development of command policies in relation to these programs and establishment of appropriate reporting procedures. Provide authoritative guidance in this area to command security managers, special security officers, and commanders.
3. Assist in the development of security policies, standards, procedures, and guidelines. Conduct assessments detailing anomalous behavior and prepare tailored briefings. Review and provide feedback to leadership on DA, DoD and IC policies. As a staff action officer, complete work assigned to support requirements of the organization.
4. May or may not serve as an on-site team lead, reporting accountability and daily activities back to a geographically separated supervisor. Sponsor new security specialists on site, liaison with garrison and other entities to ensure agreements are in place and met, and support the supervisor with hiring actions for on-site personnel.
Experience required:
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You will receive credit for all qualifying experience, including volunteer experience.
To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level GG-12. Specialized experience is progressively responsible intelligence-related security work related to the position being filled, which may include, but not limited to: Experience working with personnel and information security, experience consolidating reports and creating briefing presentations, experience developing policy and procedure documents.
Specialized experience is defined as progressively responsible intelligence-related security work directly related to security policies, concepts, principles, and regulations. Such experience may include work that involves physical security, personnel security and protection of personnel or property security.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge of insider threat concepts and policies
Knowledge of personnel and information security policies and procedures
Skill to conduct staff work and build relationships
Ability to develop policy and procedure documents
CONDITIONS OF EMPLOYMENT

1. Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI).
2. Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
3. May be required to perform Temporary Duty (TDY) travel to worldwide locations 15% or more of the time.
4. IAW Change 3 to AR 600-85 Alcohol and Drug Abuse Prevention and Control Program, the incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
5. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
6. Must submit to participate in the Defense Security Service's Security Professional Education Development (SPeD) program, attaining a minimum of Security Fundamentals Professional Certification (SFPC) within one year of selection to the position.
