Job Summary: Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, 780 th Military Intelligence Brigade, 782 nd Military Intelligence Battalion, Detachment Texas, San Antonio, TX. Responsible for the development, planning, oversight, administration, management, implementation and enforcement of one or more of the DCIPS intelligence-related security disciplines.

HOW YOU WILL BE EVALUATED:

This is a Career Program Position (CP) 35
Duties: Serves as a technical specialist for one or more security programs (e.g., information security (INFOSEC), industrial security (INDSEC), personnel security (PERSEC), operations security (OPSSEC) and security education and training (SEAT) as defined by DOD, HQDA, Deputy Chief of Staff G-2 and HQ, INSCOM. The incumbent provides program oversight and administers policies, practices and metrics that reflect the security posture of the brigade and subordinate elements. Provides definitive technical advice, policy clarification, and assistance in the areas of security administration and management. Identifies security trends throughout the command and provides staff-level advice and assistance in the resolution of systemic problems and develops/implements remedial actions. Represents the organization at various meetings on security matters. Develops implementation guidance and new approaches on all matters pertaining to the protection of classified and highly sensitive defense information.
Experience required: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You will receive credit for all qualifying experience, including volunteer experience.

To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-11). Specialized experience is defined as progressively responsible intelligence-related security work directly related to security policies, concepts, principles, and regulations. Such experience may include work that involves physical security, personnel security and protection of personnel or property security.
You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:
Knowledge of a wide range of policies, concepts, principles, and regulations to independently review, analyze and resolve difficult and complex security problems.
Knowledge of and the ability to integrate new guidance and information as pertains to the security of information assets to cover multiple security objectives into the Cyber Brigade.
Knowledge of methods for performing effective security inspections and in assuring accomplishment of necessary security objectives.
Knowledge of techniques for writing technical documents for preparation and publication of security reports, regulations, and other documents.
Knowledge of security program interrelationships to coordinate the objectives and plans of several functional security programs.
Knowledge of the Brigade's mission and the relationship between its functions and those of other intelligence community elements.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

CONDITIONS OF EMPLOYMENT
Must be able to acquire and retain a Top Secret clearance based on a Single Scope Background Investigation (SSBI) and access to SCI.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Travel is required.
Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination on a pre-appointment and periodic basis
All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
Must be able to obtain and maintain access to NSA facilities and networks.
